Facility to serve both Police officers and community members free of charge

OYAM, Uganda — The Uganda Police Force has officially opened a new Health Center II at Oyam Police Barracks, extending vital medical services to both Police personnel and the surrounding community.

Speaking to Lira Diocese News Agency, SP Patrick Jimmy Okema, the Regional Police Spokesperson for North Kyoga Region, said the health facility, located in Nursing Quarter Cell, Teduka Ward, Oyam Town Council, was commissioned on November 3, 2025, by the Deputy Director of Police Health Services, SCP Dr. Emmanuel Nuwamanya, who presided over the event as Guest of Honour.

According to SP Okema, Dr. Nuwamanya was accompanied by the Regional Police Commander North Kyoga, SSP Doka Rashid, and other senior Police officers. The ceremony was also graced by key district leaders, among them LC5 Chairperson Hon. Dilla Walter Benson, Deputy Chief Administrative Officer Mr. Joel Ojedra, Assistant District Health Officer Ms. Akello, the Mayor of Oyam Town Council, Deputy DISO Mr. Adam Jeffer Elias, LC1 Chairperson Nursing Quarter Cell Hon. Mirriam Ato, and DPC Oyam SP Francis Okongo with his management team.

SP Okema noted that during the commissioning, Dr. Nuwamanya commended SSP Doka Rashid for his initiative and commitment in renovating and establishing the facility using quarterly imprest funds that would otherwise have been returned to the treasury. He further appreciated the support and cooperation of Oyam District leadership and political wing in ensuring the project’s success.

“Dr. Nuwamanya highlighted the roles of Police Health Officers, which include providing health education to officers and the community, offering general health care services, conducting medical examinations for suspects, coordinating with health partners, and referring complicated cases to higher-level facilities,” SP Okema explained.

He added that Dr. Nuwamanya pledged the Police management’s continued commitment to upgrade Police health facilities across the country and promised to equip Oyam Police Health Center II with additional medical supplies and equipment. The Deputy Director also reassured the public that all Police Health Officers are disciplined professionals and warned that any cases of theft or misuse of government drugs would not be tolerated.

According to SP Okema, both LC5 Chairperson Hon. Dilla Walter Benson and Deputy CAO Mr. Joel Ojedra lauded the Inspector General of Police and the Directorate of Police Health Services for extending health services closer to Police personnel and the community.

He further said that SSP Doka Rashid, the Regional Police Commander, assured district leaders and residents that the facility is open to both Police officers and civilians, who will access services free of charge.

“The new Oyam Police Health Center II will handle minor illnesses, provide laboratory and diagnostic services, offer preventive and promotive health care, and refer patients who need advanced treatment,” SP Okema concluded.
